Charleston County utilizes two funding sources for pavement management.
Charleston County had the following sales tax referendums:
This tax was defeated by a margin of 50.7% to 49.3%
Voters passed this tax by a margin on 50.4% to 49.6%. It was subsequently voided by the South Carolina Supreme County due to irregularities in the referendum process.
The 2004 tax was for $1,303,360,000 and was to last for 25 years. Greenbelts were allocated $221,571,200 (17%). Up to $113 million could be bonded. The referendum passed by 59% to 41%.

This referendum was only to approve additional bonding for the 2004 tax (TST1). The bonding was $205 million for roads and $95 million for Greenbelts, for a total of $300 million. The referendum passed by a 3:1 vote.

The 2016 tax was for $2.1 billion and was to last for 25 years. Greenbelts were allocated $210 million (10%). Up to $200 million could be bonded. The referendum passed by a 51.6% to 48.4% vote.

The 2024 tax was proposed for $5.4 billion and was to last for 25 years. Greenbelts were allocated $432 million (8%). Up to $1 billion million could be bonded. The referendum failed by a 61.45% to 38.55% vote.
